Pursuant to the Northern Mariana Islands Election Act, there is in the Commonwealth government a Commonwealth Election Commission governed by nine (9) members appointed by the Governor with the advise and consent of the Senate. Five members shall be from Saipan and the islands north of Saipan, two shall be from Tinian and Aguiguan and two shall be from Rota.
The Commonwealth Election Commission serves a vital role as the disinterested guardian of the democratic franchise in the Commonwealth of the Northern Mariana Islands. For very strong policy reasons, the Commonwealth Election Commission must ensure a fair and impartial election process. It must be indifferent to the outcome of an election.
The Commonwealth Election Commission has the primary responsibility to administer and supervise all regular and other elections including questions pertaining to initiatives, referenda and recall in the Commonwealth. The Commonwealth Election Commission also designates subordinate officers and employees to perform its functions and duties including voter registration and election officials.
